Honestly I think OBI would make people generally kinder Heck it would be an ammazing form or punishment for people going into jail/bail/or hiuse arrest
I think some lesser offenses would be punished with some OBI program instead of jail time. We would just have to make sure the person being punished wouldn't end up liking the program.
